California day-ahead market to miss launch deadline

California’s power grid operator says it will miss the January 31, 2003 deadline to launch a day-ahead wholesale electricity market, in a blow to officials’ plans to reform the state’s troubled power sector.

The California Independent System Operator (Cal Iso) told the Federal Energy Regulatory Commission (Ferc) in November that it could not meet the regulator’s requirements by the January deadline and that attempting to do so would leave it open to liability concerns should the market fail.
