CFTC and Ferc continue turf war over transmission rights

The Senate Committee on Energy & Natural Resources called a hearing yesterday to discuss regulation of financial transmission rights (FTRs) and other electricity market mechanisms. Legislation passed by the US House of Representatives in December could see hedging tools such as FTRs come under CFTC jurisdiction if enacted by Congress.
