Energy sector awaits regulatory clarity

Financial reform legislation passed by a US Congressional Committee last week outlined a new structure for the regulation of derivatives trading, but has largely left the Commodity Futures Trading Commission (CFTC) to fill in the blanks on issues such as position limits and who qualifies as a major swap participant.

The legislation is a combination of bills passed by the House of Representatives in December 2009 and the Senate in May 2010. The final form will be voted on by both chambers this
