Brazil’s ‘free’ power market was created in 1995 to allow certain types of consumers to choose their own supplier and negotiate transactions. As a result, the market is dominated by transactions that are privately negotiated between buyers and sellers over the phone, leaving participants with little in the way of price transparency. Brazil also has a price-regulated market, but the free power market offers a market-based system for distribution between generators, traders and consumers with load
