Electricity distribution has been high on the agenda in the Philippines for the past month as work continues to repair widespread damage in Manila and surrounding provinces from tropical storm Ketsana at the end of September. The storm caused the worst flooding in the country for 40 years, displacing 280,000 people in Manila and the surrounding area. At one stage more than 1.2 million residents were without electricity supplies in the capital due to damage to overhead power lines.
