Whenever it gets hot and sweaty, Texans crank up their air conditioners. That poses a problem for the Electric Reliability Council of Texas (Ercot), the entity that operates the state's deregulated power market. In August 2011, for instance, a brutal heat wave led to an all-time record load of more than 68,000 megawatts and caused Ercot to warn of the risk of rolling blackouts.
