US-Canada emissions scheme sets start date

The Western Climate Initiative (WCI), a regional emissions trading partnership between 11 western US states and Canadian provinces, will begin trading in 2012. The proposed cap-and-trade system will cover emissions from power and industrial plants, energy supply, transportation, agriculture, forestry and waste management.
