House energy committee passes cap-and-trade bill

The bill contains measures to cut global warming pollution by 17% from 2005 levels in 2020, by 42% in 2030, and by 83% in 2050.

Covered entities would be required to keep emissions below a government-mandated level, if the bill is passed into law. Electricity generators, and liquid fuel refiners and importers would be among those covered by the rules from 2012. Industrial sources emitting more than 25,000 tons of carbon dioxide equivalent per year would be covered from 2014. Local distribution
