MTA proposes 'avoided emissions' allocation

An innovative approach to carbon credit generation is being proposed by New York public transport operator the Metropolitan Transport Agency (MTA).

The MTA says it prevents more pollution than it emits by getting people out of cars and on to public transport, and therefore it should not be capped like other emitters would be under a future cap-and-trade system.
