European Commission sues over emissions-trading legislation

The incomplete implementation by the four member states did not hinder the launch of the European emissions trading scheme (ETS), which started on 1 January, said the Commission. The ETS is designed to help European Union member states meet their emission targets under the 1997 Kyoto Protocol.
