EU aviation emission targets seen too low; reviewed 2013

The Council has set out that 85% of the allowances will be allocated free of charge, based on a simple benchmark, and the remaining 15% auctioned until 2020.

The target is to lower aviation emissions by 3% from 2004-2006 levels by 2012, rising to 5% by 2013.

The reduction target and 15% auctioning restriction have been widely criticised as setting too low an initial target, particularly in comparison with reduction targets for other industries in the scheme.
