“Questionable” CERs add to post-2012 uncertainty

According to recently leaked European Commission papers, the value of Certified Emission Reduction (CER) credits produced from hydrofluorocarbon-23 (HFC-23) gas reduction projects is in jeopardy and could lead to a two-tier CER market, say experts.

It is thought that the high profitability of HFC-23 projects creates an incentive to produce the gas just to destroy it and receive credits. Preventing the emission of one tonne of HFC-23 gas into the atmosphere is equivalent to reducing 11,500 tonnes
