US: States rethink carbon trading scheme

A shadow has been cast over the future of North America’s first mandatory carbon trading scheme, in spite of experts’ previous belief that state cap-and-trade schemes would fill the vacuum left by the lack of a federal initiative.
   
New Hampshire’s House of Representatives voted last week to repeal the state’s greenhouse gas cap-and-trade programme for reducing carbon emissions. The 240-108 vote would see the state leave the Regional Greenhouse Gas Initiative (RGGI).
